This study is aimed at analyzing the magnitude of financial deviation and time delays during the construction phase of the 5th-floor structural components of the Aufa Royhan Hospital development Project in Padangsidimpuan City. The project efficiency level is quantitatively assessed using the Earned Value Management (EVM) method. Based on the variance index evaluation results, rescheduling strategies and project deviation recovery are carried out through duration optimization using the Project Evaluation and Review Technique (PERT) approach. The evaluation results at week 71 indicate that the project performance is in an suboptimal condition, with physical progress reaching 52.62% compared to the planned target of 61.07%. The Schedule Performance Index (SPI) value of 0.862 indicates schedule delays, while the Cost Performance Index (CPI) value of 0.99 reflects a cost overrun with a financial deviation of -IDR 294,583,925.62. The To Complete Performance Index (TCPI) analysis yields a value of 1.011, indicating that a significant increase in productivity is required to achieve the budget target. Through the PERT approach, the main cause of deviation is identified as the high uncertainty in the duration of critical beam work activities, with the highest variance value of 4.3. The rescheduling scenario shows an inverse relationship between schedule acceleration and project cost, where efforts to shorten project duration to recover delays may significantly increase the total project cost.
