Analisis Pengelolaan Dana Desa Noebaun Kabupaten Timor Tengah Utara

Pembangunan desa mempunyai peranan penting dan strategis karena menyentuh kepentingan masyarakat. Desa Noebaun merupakan salah satu desa di kabupaten Timor Tengah Utara mengelolah Alokasi Dana Desa (ADD) secara mandiri. Masalah dalam penelitian adalah bagaimana pengelolaan dana desa berpengaruh secara langsung maupun tidak langsung terhadap good governance, kesejahteraan masyarakat desa Noebaun. Tujuan dalam penelitian ini adalah menganalisis dan menginterpretasi hubungan pengelolaan dana desa terhadap good governance, tingkat kesejahteraan masyarakat desa Noebaun secara langsung maupun tidak langsung. Penelitian ini dilakukan di desa Noebaun Kabupaten Timor Tengah Utara. Populasi dan sampel dalam
penelitian adalah masyarakat desa Noebaun, tokoh masyarakat dan seluruh perangkat desa. Alat analisis yang digunakan adalah smartPLS. Hasil analisis penelitian menunjukkan, pengelolaan dana desa berpengaruh positif secara langsung terhadap good governance namun tidak postif terhadap kesejahteraan, namun hubungan tersebut akan menjadi positif ketika dimediasi oleh faktor good governance. Hubungan langsung good governance terhadap tingkat kesejahteraan masyarakat adalah positif. Proses pemanfaatan dana desa melibatkan semua pihak mulai dari perencanaan sampai pertanggungjawaban. Orientasi dana desa masih pada infrastruktur disebabkan karena kemampuan perangkat desa dalam merancang usulan program dari masyarakat. Proses perencanaan harusnya berorientasi pada pengembangan ekonomi masyarakat dengan mendorong industir kecil. Faktor penting adalah peningkatan kualitas perangkat desa
melalui pendidikan formal dan informal.

Abstrak

The Development of village had important role and strategis because of influencing society. Noebaun Village was a village in Timor Tengah Utara District that managed of Budget Village (ADD) for independent. The problem of this activity how to allocate  village bugeting that affected for direct and indirect to get good government, public welfare in Noebaun Village. The aim of this research was to analyse and to interpret the correlation of alocation the village budget for the good government, level of public village which had affected direct and indirect. The research was conducted in Neobaun village Timor Tengah Utara District. The population and sample for this research was Noebaun Society, village public figure and all village aparature. The tools of this
analysis which was needed with smartPLS. The result showed that the allocation of budget village had affected postive for direct good government but negative for the welfare althought this correlation would be positive when the mediator of the good government. The direct correlation for good government for the welfare level was positive. The process of the village budget utilization began from planning the responsibility. The orientation of budgeting village by infrastructure because of the capacty of the village aparature in designing of the program from the society. The
planning process should have been oriented by economic development orientation for the society with pushed up small industry. The important factor was to increase quality of the village aparature with formal and informal education.
